MUSIC TRUST — THE PRESENTATION
A NEW CONVERSATION
Music Trust is a proposal for the next generation of the Italian music industry.
It is not government ownership of the music business. It is not government deciding which artists should succeed.
Instead, Music Trust proposes incentives for transparency, accountability, innovation, employment and investment.
If public policy provides an economic benefit to a participating music business, that business should provide measurable transparency and economic value in return.
THE MUSIC TRUST LEDGER
Imagine an artist releases a song and it begins generating revenue around the world.
Instead of receiving only a final royalty number, the artist could have access to a standardized Music Trust Ledger showing the journey.
The objective is not to dictate payment percentages. The objective is to make the calculation understandable and auditable.
INDEPENDENT AUDITABILITY
Participating companies could maintain records sufficient for an independent qualified auditor to reconcile:
Government would not need to personally audit every song. Instead, Italy could establish standards for auditability and transparency, creating accountability while leaving the commercial marketplace intact.

This proposal would not attempt to rewrite Italian or European copyright law. It would create a clearer commercial record of what happened.

ITALY’S EXISTING FOUNDATION
Music Trust is a proposal for consideration. It does not replace Italy’s existing music policies or copyright institutions.
Italy already operates a Tax Credit Musica supporting qualifying Italian music production and promotion. The current Ministry of Culture framework lists a 30% tax credit on eligible costs, subject to its statutory requirements and limits.
Italy’s Culture Ministry also oversees copyright policy and SIAE, while Italian cultural officials have publicly discussed artificial intelligence as a major opportunity and the need to protect creators and music copyright.
Music Trust proposes exploring whether the existing policy environment could be complemented by stronger transparency, auditability and AI-related documentation.
